The Law of the Land website has information about the Constitution for primary students or special needs students… its framers, the Constitution, events leading up to the Constitution and the Bill of Rights.  You can listen to and read about the creation of the U.S. government.  The jeopardy-style challenge would work for older students as well.  Can be used individually or interactive on whiteboard.
